I do not allow users to create their own because of a spammer that hit this server several months ago.

Also, be aware that there are some minimal anti-spam measures in place to help curb the crap that comes in. The anti-spam measures check connecting senders against online lists and if they are clean, messages are passed through. There is also one other tactic in place: Graylisting. Graylisting prevents a mail server from sending emails right away via the mail server. It tells them to come back in 5 minutes. If the senders server reconnects in 5 minutes to send the message again the senders mail server is "whitelisted", meaning they can send again without having to go through the graylisting process. This method is a bit contriversial, but it gets the job done.
